Attach an auth to a consumer
Associates an auth credential with a consumer (idempotent). An application consumer takes only unowned auths and no link attributes (an empty body or ). A personal consumer takes only owned keys, and the body is required: level and granted_at must be present, and priority defaults to 1. Re-attaching a key to a personal consumer replaces that one link’s attributes.
